I would say it is lower than this because the use of the word ‘violence’ instead of assault allows for, as the study even says, non-contact forms such as leering. By being vague in what can determine what is violence, simply asking out someone in a non-threatening way and having the recipient classify it as unwanted is also included in the non-contact forms of violence.
Evidence for this can be found from WHO themselves that state:
A wide range of sexually violent acts can take place in different circumstances and settings. These include, for example: unwanted sexual advances
They also include violent acts against the sexual integrity of women, including female genital mutilation. I don’t see male circumcision being included in sexual violence statistics so I would take this as general violence against women due to barbaric cultural norms and not be included in these stats. Feel free to treat males as equals in determining what counts as sexual violence, you would probably not like the result.
